True Peak Scanner

Fixed a crash with LRA, LUFS-M and LUFS-S scanning on tracks with more than 18 channels.
Changed automatic resampler picking order and used quality based on data from new true peak scanning benchmark.
Experimental: uses libebur128 for gain scanning. Added support for writing REPLAYGAIN_ALGORITHM tag field.

Supported systems: Windows 32-bit, Windows 64-bit.

Works with foobar2000 v1.6 and newer
