True Peak Scanner

Fixed a crash if peak scanning was disabled but PLR display was enabled.
The built-in ReplayGain scanner is used for ReplayGain scanning now again.
On foobar2000 v2.26 the peak scanning uses the True Peak scan settings configured for the built-in ReplayGain scanner, on older versions the upsampling behavior remains as it was.
On foobar2000 v2.26 REPLAYGAIN_ALGORITHM tag field will contain the scan algorithm user has configured, on older versions the field will be blank since the value can't be known.

Supported systems: Windows 32-bit, Windows 64-bit.
