Adds decoding support for several game console music formats: AY, GBS, GYM, HES, KSS, NSF, SAP, SGC, SPC, and VGM.

Version 1.118 highlights: Reverted some unnecessary changes to the VGM player, and also fixed a bug where it would live lock when it hit a VGM file with no delay commands in the loop range.
