Adlib OPL Decoder

A foobar2000 component decodes AdLib series formats. Based on AdPlug, customized a little.
Some formats needs companion file(s). If you find the output is adnormal, please check foobar console. You may miss companion file(s) and file provider will send errors to the console.

Change log:
- Add a text hint on preference page for the choice of samplerate
- Update AdPlug, it adds FM-Kingtracker support. Warning: this support is highly possible not authentic now.
- Correct a typo in get_info() to get correct comment.
Supported systems: Windows 32-bit, Windows 64-bit.
Works with foobar2000 v2.0 and newer.
