TestFlight "in review" stage makes no sense.
Bump the app version number, upload a new build and it takes at least one day before the build can be installed from TestFlight. Even if not much actually changed in your code.
Then, successive updates - with the same version number but higher build number - can be pushed immediately - push the button, testers get a 'ding' from TestFlight.
Even if you replace the whole thing with something wildly different, such as build made from a completely different branch of your code (which I did a few weeks back).
