SoX Resampler

Extended extrapolation duration from 50 ms to 200 ms, seems to be able to improve DSD transitions.
Added a new sample rate option for True Peak scanning that finds the closest integer multiplier to reach at least 192 kHz sampling rate.
Attempted fixing rare crashes seen in the crash logger from a couple of machines - looks like sox library's internal FFT caches haven't been initialized.

Supported systems: Windows 32-bit, Windows 64-bit.
