A decoder for Quite OK Audio Format (QOA). Supports any channel count, the specification documented streaming format, tagging, sample-accurate seeking and allows overriding format-specified default channel mapping with WAVEFORMATEXTENSIBLE_CHANNEL_MASK tag field.

• Added length reporting for local files that use the streaming format.
• Added samplerate and channel count reporting for local streaming files that retain the same specs throughout the file.
• Added codec_profile for streaming tracks.
