True Peak Scanner

ITU-R BS.1770-5 compliant True Peak scanner. Can also scan ReplayGain, Loudness Range (LRA), Dynamic Range (DR) and show the amount of clipping samples and report the position of highest peak.

Change log:
- The DR calculation used incorrect second highest peak value under certain conditions causing DR reading to be lower than expected.
Supported systems: Windows 32-bit, Windows 64-bit.
Works with foobar2000 v1.6 and newer
