True Peak Scanner

ITU-R BS.1770-5 compliant True Peak scanner. Can also scan ReplayGain, Loudness Range (LRA), Dynamic Range (DR) and show the amount of clipping samples and report the position of highest peak.

- Fixed a new regression where per-track scanning didn't write any tags in quiet mode.
- Changed track-based scanning to write tags to each track immediately after scan in quiet mode.
- Removed progress bar from quiet mode background tagging.
- Fixed crashing during post-conversion operation.
- Added ability to pause the operation.
- Changed oversampling to use the exact configured sample rate instead of using integer multiplier ratios.
Supported systems: Windows 32-bit, Windows 64-bit.
Works with foobar2000 v1.6 and newer
